I can't think of anything natural that looks like this... it looks to me like a mountain range made blue and melted in photoshop.

It makes me think of a sliced agate (sometimes these have beautiful smoky-looking patterns inside), so my guess is that it's a smoothly polished surface of cut stone. I'm not sure what it could be ON though, with that pretty, vivid blue.

I have to go with ice. It looks too substantial to be smoke. Actually, at first I thought it was gauze or some similar fabric. But there's no weave.
Hmmm, the only thing that comes to mind is your blue Christmas lights on a very long exposure (with movement.)But that seems to obvious, so you've got me stumped this week.

It looks like a precious rock/crystal to me with light reflecting off it.
Although ..... I must say it does look like something where you have done a long exposure and moved the camera around -- or the object had shifted. Maybe a double exposure.
