It looks like a little head with a fluffy white thing on top!! Is it pink&green girls little Char?

I'm thinking that's the head of a person suffering from male pattern balness who happens to be wearing a tiara with boa feathers.

Yes -- I see it is a tiara. The shiny things on top are part of the beads for the crown. I am sure it is an adult at a fancy dress party though and not a child.
